In Abruzzo, different and conflicting initiatives about the “popular traditions” have created difficulties in governance and inequality. The density of regional folklore, dated the XIX century or even before, stimulated museology and critical analysis, which after the “Gramscian revolution”, were held by local actors and mediated by scholars. This, giving rise to some good practices in safeguarding the Intangible Cultural Heritage to empower some disadvantaged communities, according to the UNESCO Convention of 2005. The institutions give occasional funds to this field work, and the communities are too poor to provide regular consultant contracts. However, the popular interest turns to the new historical re-enactments and to their spectacular, commercial and laical rituality, that since the '80s is lavishly rewarded as "touristic entertainment" by the Cultural Policies, without involve the cultural anthropologists to explore the social issues of this policies. Therefore, in 2015, the cultural anthropologists prepared a draft law about the Intangible Cultural Heritage and pending a larger cultural program, the tool for a greater awareness is the adult education. The ICH Italian and European institutions should finally reflect on what the State has become in the social experience, aiming to solve the inconsistencies of the laws on the territory.
