It is the introductory essay of a book edited by the author which reported the results of the two-year investigation PRIN 2006-2008 Public Works and the Adriatic City which Barbieri was national coordinator of a multidisciplinary team of architects and planners of the Architectural Schools of Venice, Ascoli and Pescara. The question is: How can public Projects – other than performing their institutional service – become inducers of form in the transformation of the contemporary cities and territories?In the paper are presented the original approach and the most important results obtained with the identification of ideas-Instruments that can help to recognize the "new nature" of a possible hyper-city of 400 km: 1 - from a comb-like structure to the structure of a network; 2 - transversality, 3-the urbapark; 4-tourism facilities as "public projects", 5 - the strategic use of the inheritance of decommisioned industrial areas; 6 – The strategic use of historical inheritance: new centralities, 7 - large logistic platform and the interpretation of sites, 8 - smart city - digital networks as "public projects"; 9 - cell city-new Territories of Energy
