Landscape plans are the instrument used in Italy today to govern the landscape. The quality of these instruments, their approach to theme of the landscape and their effectiveness in their conservation, represent a variegated panorama. What is most striking is the widespread low quality of public works, both in terms of the intrinsic characteristics of their design and the lack of attention to their impact on the landscape. The basic defect of these plans: there having been conceived of precisely to inherit the ancient system of restrictions imposed by the State. In opposition to this static structure, in Italy and within the Regions themselves we are now witness To the development of new policies for the landscape that are more dynamic, open to an improved relationship with local urban planning and the requests made by the world of economics. We do not believe in the design of landscape, based on the conviction thatit is not possible to design such a protean object in order to present its transformation; we do, however, believe that it is possibleto design for the landscape.
