The workforce placement reform in Italy began in the mid-90’s in order to meet the needs of an increased labor market flexibility, to harmonize the Italian system with the international and the European system, and lastly to comply with the ruling of the European Court of Justice. In 1997 the European Court of Justice outlawed the public monopoly of workforce placement in Italy, as it violated the principle of free competition and was therefore declared unconstitutional. In order to understand if and how the workforce placement in Italy meets the needs of the current Welfare State’s needs, the paper will be structured as follows: firstly, the process of reform and modernization of the workforce placement system will be reconstructed; secondly, job centers and the job placement’s activity and job placement will be analyzed; lastly, the Counseling activity (Beratung) carried out by such centers will be investigated.
