The increasing number of people affected and the economic loss caused by disasters and daily emergencies need necessary a change in the disaster management approach. The Hyogo framework has introduced the concept of resilience underlining the importance of prevention and first aid in disaster management. However, after a first analysis, the existing models of disaster management systems (DMS) do not seem to follow this strategy. This paper seeks to design a new model that considers the Hyogo framework and that includes citizens and volunteers in the disaster management organization in order to decrease vulnerabilities and to develop resilient communities.

Abstract
