Durres, Albania. The new urban season. Projects, development prospects and new economies after the approval of the new plan for the Old Town According to a recent World Bank study, from 1990 to today, in the years of transition to a market economy, cities Albanians have been marked by three distinct phases of development. The first phase saw explode phenomena of spontaneous/illegal building, the second informal consolidation of the city and the birth of the market building, the third, still underway, seems still occur for a further strengthening and development of the formal sector / legal, accompanied by regularization, especially administrative and legal, informal / illegal sector. In all these years, the Town and Territorial Planning has played a very modest role in the governance of these phenomena. Only recently, the country has resumed activities in the Urban Planning, and many signs suggest that a new urban season is finally at the gates of the country, directed towards a common framework of rules, and prospects for development, greater environmental, social and landscape sustainability,. Within this perspective, the city of Durres, one of the few in the country, has begun to play in advance, and to promote the formation of a Plan for the Central Area of the city, which is now finally become law on the basis of Its approval by the National Commission for the adjustment of the Territory (Tirana, 26 October 2007), chaired by the Prime Minister, Mr Sali Berisha. The paper resumed milestones in the process of formation of this new instrument urban addressed to regulate the development of that part of the city of greater population density, and greater historical and cultural value, but also full of studies and proposals for the city in whole for relations with his Porto (joint fundamental of Corridor VIII), with coastal Promontory, with the Informal City, the industrial city, the City Coast, in short, with many cities where it can be understood that large urban agglomeration developed around its historic core, and now awaits new government and draft.
