The study identifies the strength of a program-framework with the mountain settlement heritage abandoned. The aim of program-framework is the anthropization of a large area of the territory mostly enclosed within the perimeter of the National Park of Gran Sasso-Laga that is considered to be relevant for European Communities. It aims to implement a strategic action, through a integrated recovery project, for medium and long term based on an innovative model of local development. The model aims to leverage the potential of native resources which have the capacity to contribute to the formation of new targets for quality of living. Moreover, those forgotten resources preserve an income position in contexts of high environmental value, contexts that are alternative to metropolitan areas and that can give an answer to the intangible demands in the human needs evolution. The project involves 23 municipalities and it includes 134 "villages" starting from a Feasibility Study which has identified the draft of Strategic Plan for Local Development of Inter-Municipality shared by local communities and it define the Priority Area of Intervention as priority actions. This area is an issue in methodological research that, through a sequence of experimental projects, has landed in the formulation of "guidelines" of the Strategic Plan. An high potential projects can reconfigure the territory as a single entity with its own identity, which considers its nuclear settlement spread as the icon of an alternative way of living.

Abstract
