This paper examines the development of the cost estimate for renovating the buildings damaged by the earthquake that struck the Abruzzo region on April 2009. The study star ts from my experience as responsible for the “Economic Feasibility of interventions” that is on of the supporting activities to the reconstruction study and project developed by the Scut Research Centre and the IDEA, DSSARR and Prios Departments of the D'Annunzio University of Chieti- Pescara. The analysis focuses on the main procedures employed to attain the estimate of financial investments necessary for the reconstruction of eleven towns in the provinces of L’Aquila and Pescara. A decisive part of this phase has involved the definition of the context of the appraisal regarding which it has been defined the value and scope of the estimate itself. While it would be normal to envisage a set of parameters clearly defined from the outset, in reality the evaluation process was affected by many elements of uncertainty. Hence the objectives of producing trustworthy cost estimate, a of a transparent decisionmaking and of a rapid schedule of implementation were forced to face with an inevitably incomplete framework of knowledge regarding the nature and form of plans for reconstruction. This situation was further aggravated by an articulated and complex system of normative restrictions governing the distribution of financial contributions and by the delicate equilibriums characteristic of the relationships between the many institutional and private subjects involved in the process of reconstruction.
