Among the many ways to be the degradation of the historical heritage that is of particular importance due to the fragmentation that has been done in the time of ownership building. This type of degradation particularly interested in the buildings or building complexes, which have a large volume and have less architectural value but which nevertheless had an important role in the formation process of the historical city center of belonging. The phenomenon, almost always associated with a condition of abandonment, is caused by the progressive alienation of portions of the building by the original owner only more different buyers at different times. Purchase, so fragmented, it has generally been followed by a succession of separate interventions by individual new owners who, each for their own part, ignored in whole or in part the original unity. The result is a substantial change in the typological, morphological and stylistic original building that takes away the identity of good that has historical value and subtracts quality at the urban system of which it is a part. The phenomenon has emerged clearly during the detection of the damage caused by the earthquake of 2009 carried out by the author for the drafting of the Plan of Reconstruction of a small town in the Province of L'Aquila, S. Demetrio ne’ Vestini. The earthquake has made readable signs of improper transformation, has unveiled at a stroke the transgressions of the original text that over time have been freely produced by ignorance of the owners and which have been made possible by the absolute lack of appropriate control tools by the local authorities. The acquisition of this degradation factor inherent in the fragmentation of the property, scientifically detected by checking the land registry has been an important cognitive element that has allowed us to develop appropriate instruments for the regulation of post-earthquake recovery interventions specifically aimed at restoring the quality, architectural and urban lost.
