Among the many problems created by urban concentration is that of the strong increase in mobility. Especially in Italy, where in the last fifty years there has been a sharp increase in private vehicle mobility from territory to metropolitan areas. The problems due to a lack of focused programming, are varied: they are mostly of functional order and environmental together with heavy environmental effects on livability and quality of places. The growth in the number of vehicles entering, despite the economic crisis, has led to the construction of road infrastructure in the lively heart of city, often in areas of high historical value, architectural and environmental aimed at facilitate direct access to central areas. The main effects of this invasion of the field for the benefit of the machine are: the visual and environmental impact with built space assets, the consumption of land with its radical transformation of use, noise and air pollution of large areas densely inhabited, the need for large areas or containers for parking. The abcence of prefiguration of the effects of such a policy transport is the prime cause of the physical degradation of the city and the psychic and social of its inhabitants no longer sustainable. These emblematic areas of the irresponsible and uncontrolled transformation of the city today are the land of the new design for a change of direction in favor of the habitability of built environments. This is possible by appealing to the potential of new technologies: using them appropriately according to the principles of the concept of technology that is not repairing the damage downstream product but is inventive, regeneration of existing reality in its continuous development. It 'demonstration of this assertion a research project coordinated by the authors as part of a laboratory thesis on a strategic area of the city of Pescara. This is an area subtracted to a historical urban park for the construction of a road junction of access to the city, not far from the sea. The aim of the research was to want to convert the residual-free areas in the center of intermodal exchange of means of transport and at the same time a place of social exchange park entrance. To do this the design theme key has been identified in the use of photovoltaic panels suitably positioned. They have the dual function of earning green energy to power a car-sharing service and at the same time to shield traffic noise to improve the usability of the existing park and the new service center planned. The results intend to show how the appropriate application of new technologies in architectural design can be formal and functional matrix of innovation for a sustainable regeneration of the existing city from both environmental and socio-economic.
