In its actual, participatory, consensual version, evaluation changes the traditional structure of social programming, which becomes relational and decision-making based with social actors involvement (citizens and customers) and their own interests and values, since they are now considered as active subjects of social policies and services.

Abstract

The engineering connotation orienting the teleonomy of social programming is based on the empirical nature of social intervention, underlying the theorizing concerning the analysis of social change.
