This essay tries to analyze some political categories developed by Norberto Bobbio, such as democracy, human rights, freedom and peace. For this author, democracy, as a system of rules directed to eliminating the use of violence, reconciles the relation between power and right. Democracy is not founded on the primacy of power over right, nor vice versa; furthermore, it permits the closest proximity to the moral needs of those policies. Democracy is light whereas autocracy is darkness; democracy plays its role in the inseparable trinomial of freedom-peace- human rights. Through conflict, the constant tension toward rationality and freedom seems to move in the direction of a universally understood society that coordinates needs and guarantees peace among all States
