The Author investigates, within the more general system of the Italian industrial relations, the tendency, which has been recorded for a decade, for trade union associations to negotiate with local authorities on the content of administrative measures to meet the new social needs of the population on a territorial basis. Through this type of bargaining, known as social bargaining, trade unions play a representative role that differs from the traditional category-based one, aimed at influencing local authorities in the definition of welfare policies, as well as budget and administrative transparency and innovation.
