Both scholars and practitioners attribute a strategic role to Smart Cities and Digitalization for Urban Development, witnessed by the extensive literature produced on the subject in the last decade. Thus, this growing interest involves the need to clarify the complexity deriving from the ongoing urbanization and digital transition processes. This paper aims to provide a Systematic Literature Review (SLR) to tackle the relationship between the inputs generated by the Smart Governance policies and the output related to their enhancement. It offers an outline of the extant literature, framing the future research trajectories. A rigorous methodology will allow the reader to fully understand the nature of such a limited research area. Furthermore, the small number of contributions intersecting the two strands will represent the nuclear unit within which investigate the operational effects in the context of Urban Development. Finally, the discussion of the findings will be aimed at drawing up a research agenda to improve smart government decision-making from a “smart citizen-centric” perspective.
