The contribution recalls the dynamics of formation and development of the city of Pescara, a future metropolitan area on the Adriatic coast of Abruzzo. It is a complex urban reality both in terms of its genesis and the events following the Second World War. In this panorama, the management of the city's built heritage and its protection is complex, despite recent knowledge and cataloging activities of its identifying places. The case of the Clemente villa is then described as evidence of the difficult management of cultural assets restricted by the Ministry which are subject to voluntary abandonment and the conscious absence of maintenance pending their inevitable demise.
