Yet, despite this valuable work, it is still unclear how data governance unfolds at the inter-organizational level. These collaborations are gaining increasing attention as companies collaborate and interact to create value from data. To address this gap, this study employs qualitative case study of a municipality to examine how data governance is unfolding across organizations. The findings provide insights into the ways public and private organizations share data responsibilities and how decisions about data are made at interorganizational level
