Digital transformation has become a defining challenge for modern public administration, forcing institutions to move beyond rigid traditional structures to meet new social and economic demands. This study aims to clarify the complex research landscape by systematically mapping the intellectual structure of literature focusing on governance performance and digital transformation. Using a bibliometric approach and the PRISMA framework, we analyzed a refined dataset of 235 peer-reviewed articles indexed in Scopus between 2012 and 2023. Our findings show a significant surge in academic interest starting in 2017, reaching a definitive peak in 2021. Geographically, the research is highly concentrated, with Ukraine and Italy emerging as the leading contributors to the global conversation on this topic. Through keyword co-occurrence mapping via VOSviewer, we identified four primary research pillars: (1) the innovation-driven side of digital transformation, (2) the practical application of digital public administration, (3) the evolution of traditional administrative frameworks, and (4) the shift toward modern e-government models. Ultimately, the results demonstrate that digital transformation acts as the central link connecting technological innovation with administrative efficiency and governance models. For policymakers and practitioners, these insights provide a strategic roadmap for aligning technology with organizational goals to improve public service delivery and citizen engagement
