The restructuring of the Italian political system that began in the early 1990s also significantly affected the Catholic Church’s management of ecclesiastical policy. The Italian Episcopal Conference expanded its remit, taking on responsibilities that had previously been the exclusive domain of the Vatican Secretariat of State, as part of a project to make Italy immune to the ongoing process of secularisation. A period of significant ecclesiastical interventionism on ethical and moral issues, facilitated by a number of governments was followed, beginning with Francis’s pontificate, by a normalisation consistent with the concept of an open, dialogue-oriented Church.
